We also provide local agency services for vessels that call on the terminals operated by the Port of Singapore Authority. Such services include: (a) crew change management; (b) cash to master and (c) boarding and checker services.

a. Crew change management

Crew change management refers to the management of all the activities handled by the crew on-board of vessels as well as related shore-based administration. The ship-owner or master maintain an updated list of persons on board a vessel and notifies the MPA of all persons engaged and discharged on board. Upon arrival of a vessel, we will wait for the crew at the immigration arrival hall and arrange for meeting services or letters of guarantee for joining crew member(s). We ensure that crew change arrangements are carried out smoothly in order to ensure a timely handover between changing crews. 

b. Cash to master (CTM)

Foreign vessels travel through Singapore and dock at various ports in the country. One of the major requirements during such temporary stays is that foreign currency cash has to be made available to the master for covering crew wages or for other expenses on board. 

Cash to master refers to the fee paid to the agent by the ship owners, charterers or ship-operators in accordance with the relevant tariff in addition to the expenses incurred for delivering the money that was sent to the ship through the agency. Master refers to the highest officer aboard ship.

We collect cash or cheque and acknowledgment forms from our customers before the vessel’s arrival. Exchange of cheque with cash from the money changer will be conducted at our office  and upon arrival of the vessel, our boarding officer will deliver the cash to the master and have the acknowledgement form duly signed and stamped by the master. 

c. Boarding and checker services

In respect of provision of boarding services, our scope of work involves:

preparing for vessel immigration clearance;

going to the Immigration Department for vessel immigration certification, 

port clearance at port clearance office;

immigration clearance for crew;

sending out arrival and departure report to the principal and next port representative;

crew change and transport timing;

liaising and/or facilitating coordination between the vessel and the PSA; and

ensuring vessel stability obtained and approved by captain of the vessel after checking and preparing written report.


In respect of provision of checker services, our scope of work involves:

ensuring planner is informed of all stowage amendment, container damage, malfunction and all other irregular operational incidents together with photos of damaged containers as evidence and preparing written report;

ensure Port Operator Bay Plan is on board upon vessel arrival;

delivery of oil sample from vessel to customer;

liaising and/or facilitating co-ordination between the vessel and the PSA

ensuring vessel tank data and /or stability condition are copied to PSA planner and copy of departure tank condition is retained; and

ensuring PSA planner is informed of all stowage amendment.
